Sindh Chief Minister Murad Ali Shah on Thursday dismissed claims that Pakistan’s governance system had collapsed and reiterated his opposition to the creation of new provinces in Sindh, saying the issue must be addressed strictly within the framework of the Constitution.
Speaking to reporters after the Mining Technical Conference 2026, Shah said no violence or bloodshed would be allowed over the debate.
“The people of Sindh say provinces will be created over our dead bodies. We will not allow anyone’s blood to be shed,” he said, urging political leaders not to sensationalise the issue.
Shah emphasised that the Constitution provides a clear mechanism for the creation of new provinces, requiring a two-thirds majority in the concerned provincial assembly before any division can take place.
His remarks came in response to Interior Minister Mohsin Naqvi, who recently argued that Pakistan’s existing governance system was no longer capable of addressing the country’s challenges and called for administrative reforms, including the creation of new administrative units.
The chief minister said the Sindh Assembly had repeatedly and unanimously passed resolutions opposing the division of the province.
While reaffirming his government’s position, Shah said there was no objection to discussing the issue publicly, adding that constitutional processes should guide any debate on administrative reforms.
