It is raining in Lahore.
Not the smog-season rain — the desperate kind that arrives in November like an apology. This is the monsoon, the real one, the one that floods underpasses and turns Karachi’s streets into waterways and makes everyone briefly, irrationally grateful. For a few weeks, the air is clean. The sky is visible. Children play outside without anyone checking an app first.
In a few months, winter will arrive. And with it, the smog.
Everyone knows this. The question worth asking — while the air is still breathable, while there is still time to ask it — is why knowing has never once been enough to change anything.
The metaphor that gives this piece its title is, strictly speaking, wrong. Drop a frog into boiling water, and it jumps immediately. Place it in cool water and raise the temperature gradually, and — biologically — it also jumps, because frogs have functioning nervous systems and a reasonable interest in survival.
The metaphor has outlasted the biology because it describes something the frog has no reason to do.
We stay. We adjust. We note that last winter was bad, and this one will probably be similar; in the meantime, it is raining, the air is clean, and there is something else to attend to.
There is a concept in fisheries science called shifting baseline syndrome. Marine biologist Daniel Pauly named it after noticing that each generation of researchers used the ocean they first encountered as their reference point for normal — never knowing how much richer the seas once were. The baseline had moved before anyone arrived to notice it was gone.
Lahore does this with its winters. The generation that grew up checking AQI before leaving the house does not experience that habit as loss. It is simply what you do, the way you check the weather. Their baseline is already lower than their parents’, which was lower than their grandparents’. The outrage that might have registered as outrage when the shift began now arrives, if it arrives at all, as mild seasonal dread.
Paired with this is psychic numbing — psychologist Paul Slovic’s term for the way our capacity for care shrinks as the scale of a problem grows. A single child trapped somewhere commands national attention. Millions displaced by floods produce, paradoxically, less sustained response, not more. The mind performs a triage it was never asked to perform, and it consistently chooses the face-shaped grief over the statistical one.
Environmental crisis is the perfect candidate for both mechanisms. It arrives gradually, numerically, abstractly. No face, no fixed moment, no single villain. By the time it is undeniable, it is also, somehow, unremarkable.
Here is where it gets strange.
Last winter, the smog in Lahore was less catastrophic than forecast. Crop burning had not stopped — it continues every year, as it likely will again this October. What changed was the rain. Offseason rainfall, arriving outside the traditional monsoon window in patterns that climate scientists have been flagging as evidence of a destabilised system rather than good fortune, temporarily cleared the air. Around the same time, cloud seeding — silver iodide dispersed into clouds to encourage precipitation — entered public conversation as a possible intervention.
Most people encountered both of these through rumour rather than explanation. And so, the public explained the sky to itself: WhatsApp groups activated, theories multiplied. The rain was manufactured. Someone was controlling the weather. The chemtrail forums, long a fixture of the global internet, found a local audience newly primed for them.
The chemtrail hypothesis is wrong. But the disorientation beneath it is real. When something visibly changes — the rain comes at the wrong time, the smog clears without apparent reason — and no coherent explanation follows, people construct one. This is not gullibility. It is what minds do when the information they need is not available, and the pattern before them demands interpretation.
The more unsettling question is not why people believed the theories. It is why the theories were more accessible than the facts.
Anthropologist Alexei Yurchak described hypernormalisation as a collective condition: everyone privately knowing that something has gone wrong, yet publicly maintaining the performance of normalcy, because no alternative feels imaginable and naming the failure feels more disruptive than absorbing it.
This is not a political diagnosis. It is a social one — something that happens inside communities, families, group chats, the accumulated small decisions of ordinary life.
When smog becomes a season — with its own consumer markets, its own school closure rituals, its own annual media cycle that peaks and fades on schedule — that is hypernormalisation. When offseason rains are received as relief rather than examined as a signal, that is hypernormalisation. When the question of what is happening to the climate above us is answered more readily by conspiracy than by curiosity, something has already gone quiet in our collective attention that used to be loud.
It is still raining. Somewhere in Punjab, the stubble from the last harvest is drying out. In a few months it will be set alight, as it always is. The winter will arrive. The AQI will climb. Schools will announce emergency closures that everyone will have already anticipated. Someone will check whether it is worse than last year and find it is approximately the same, and this will be received as neither crisis nor comfort — just weather. Just winter. Just the way things are.
This is the mechanism. Not ignorance, not indifference. The slow recalibration of what is acceptable, until acceptable and inevitable become indistinguishable.
The frog in the story stays not because it cannot feel the heat, but because the heat has been arriving long enough that the pot feels like the only world there is.
The rain is still here. The sky is still visible. There is a window — brief, seasonal, already closing — in which it is possible to look at what is coming and call it what it is.
The question is whether we use it.
