Draft US-Iran Memorandum Outlines Steps on Strait of Hormuz, Sanctions and Nuclear Programme

A senior Iranian official told Reuters that a draft memorandum of understanding between the United States and Iran covers key issues including Iran’s nuclear programme, the reopening of the Strait of Hormuz and sanctions relief, with negotiations on a final agreement to continue for 60 days after the memorandum is signed.

Under the draft, Iran would immediately reopen the Strait of Hormuz to commercial shipping, while the US would begin lifting its naval blockade on Iranian ports, a process expected to be completed within 30 days.

The proposal also includes a US commitment not to impose new sanctions during negotiations, temporary waivers allowing Iran to export oil, the release of $25 billion in frozen Iranian assets, and the development of a reconstruction plan for Iran in coordination with regional partners.

On the nuclear front, Tehran would reaffirm that it will neither produce nor acquire nuclear weapons and would maintain the current status of its nuclear programme, refraining from further uranium enrichment or expansion of nuclear facilities while talks continue. The future of Iran’s enrichment activities and highly enriched uranium stockpile would be negotiated as part of a comprehensive agreement to be finalised within 60 days.
