ISLAMABAD: The federal government is preparing to introduce a revised administrative structure at the Pakistan Institute of Medical Sciences (PIMS), with proposed reforms expected to be presented before Parliament this month following a recent fire incident at the hospital.
According to official sources, the government has decided to seek parliamentary approval for the proposed PIMS Hospital Act during the current month. A committee formed to review the hospital’s administrative structure has completed its recommendations, which will be submitted to the prime minister for approval.
Sources in the Ministry of National Health Services said the proposed PIMS Amendment Act would be presented before Parliament once the prime minister approves the recommendations.
Under the proposed reforms, PIMS is expected to adopt an administrative model similar to the Medical Teaching Institution (MTI) Act. The hospital would be managed by a Board of Governors comprising representatives from various professional and social sectors.
The board’s chairman would be appointed through a market-based selection process, according to the sources.
The prime minister has constituted a high-level PIMS Reform Committee, headed by the federal health minister, to develop recommendations for restructuring the hospital.
The committee includes the federal law minister, secretary of the Establishment Division and chairman of the Higher Education Commission (HEC). Vice-chancellors of medical universities and healthcare experts are also part of the body, providing professional input on the proposed changes.
The committee will submit its recommendations to the prime minister before the proposed amendment legislation is taken to Parliament.
The reforms are aimed at establishing a revised governance and administrative framework, with the proposed Board of Governors expected to oversee the hospital’s management.
