Pakistan and Saudi Arabia have signed a memorandum of understanding to expand cooperation in cybersecurity, adding digital security to a growing range of strategic and economic partnerships between the two countries.
The agreement was signed by Federal Minister for Information Technology and Telecommunication Shaza Fatima Khawaja and Saudi National Cybersecurity Authority Governor Majed Al-Mazyed, according to Pakistan’s Ministry of IT and Telecommunication.
Under the MoU, the two countries will work together to strengthen protection of their cyberspace and critical interests while sharing expertise and knowledge to counter emerging cyber threats.
The agreement is also intended to improve Pakistan and Saudi Arabia’s ability to respond to rapidly evolving digital security challenges and deepen bilateral and international coordination in cybersecurity.
The initiative follows recent moves to expand economic cooperation between Islamabad and Riyadh. Last month, the two countries agreed to work towards increasing Pakistan’s agricultural and food exports to Saudi Arabia to $3 billion over the next two years.
That understanding emerged from talks in Islamabad from August 26 to 28 between delegations led by Pakistan’s National Food Security Minister Rana Tanveer Hussain and Saudi Minister of Environment, Water and Agriculture Abdulrahman A. AlFadley.
Prime Minister Shehbaz Sharif also met the Saudi delegation during the visit, with discussions focusing on opportunities for greater cooperation in agriculture and food security.
The expanding economic and technological relationship accompanies closer security ties. Pakistan and Saudi Arabia signed the Strategic Mutual Defence Agreement in September 2025, further institutionalising defence cooperation between the two countries.
The latest cybersecurity agreement broadens that relationship into digital security at a time when governments are placing increasing emphasis on protecting critical infrastructure and state institutions against cyber threats.
