NCCIA Receives Complaint Against Creators of Viral AI-Generated Lawyer Alishba Noor

Jarida Report

A formal complaint has been submitted to the National Cyber Crime Investigation Agency (NCCIA) against the individuals allegedly responsible for creating Alishba Noor, an artificial intelligence-generated social media personality portrayed as a practising female lawyer.

The digital character attracted widespread attention on TikTok after videos appeared to show her accompanying popular Pakistani YouTuber Rajab Butt during court appearances.

The account reportedly gained hundreds of thousands of followers in a short period, with many viewers initially believing that the woman featured in the videos was a real legal professional.

However, Alishba Noor was subsequently reported to be an entirely fictional character created using artificial intelligence.

Although TikTok suspended the original account, another profile emerged shortly afterwards and began sharing similar videos featuring the same character.

According to the complaint, filed by a lawyer, the individuals behind the account deliberately presented an AI-generated woman as a genuine member of the legal profession without clearly disclosing that she was fictional.

The complainant argued that the use of lawyers’ professional attire in fabricated videos misrepresented the legal profession and undermined its dignity, particularly that of female advocates.

The application maintained that lawyers’ uniforms carry professional significance and should not be exploited to create misleading online personalities or attract social media engagement.

Concerns were also raised about the broader implications of using artificial intelligence to impersonate professionals, especially when audiences are not informed that the individuals appearing in such content do not exist.

The complainant has urged the NCCIA to identify those responsible for developing, operating and promoting the Alishba Noor accounts.

The agency has also been asked to examine whether the videos constitute an unlawful misuse of professional identity or violate applicable cybercrime legislation.

The complaint seeks legal proceedings against the individuals involved if investigators establish that an offence has been committed.

The controversy has drawn attention to the increasing sophistication of AI-generated social media content and the difficulties audiences may face in distinguishing fictional digital personalities from real individuals.

For now, the allegations remain under consideration, and no official findings establishing wrongdoing by the account’s creators have been publicly announced.
