AGP Audit Flags Billions in Financial Irregularities Across Federal Ministries

The Auditor General of Pakistan (AGP) has released audit reports on 23 federal ministries and divisions, highlighting alleged financial irregularities worth billions of rupees involving external loans, development schemes and government expenditures.

The reports point to violations of financial rules, overspending, weak internal controls and irregular fund transfers, while recommending comprehensive reforms to improve transparency and financial accountability.

According to the audit, external loans amounting to Rs1.9 trillion and Rs75 billion in development schemes allocated to members of the assembly were among the key areas reviewed.

The AGP identified violations in the utilisation of the Rs75 billion development fund and flagged significant expenditures made without parliamentary approval.

The audit also found that federal ministries exceeded their allocated budgets by Rs187 billion during the 2024–25 fiscal year.

In addition, the reports highlighted 78 cases of weak internal controls, raising concerns over financial oversight within government institutions. The auditor general also ordered recoveries in 82 cases where financial irregularities were detected.
