India Prepares for US Extradition of Mumbai Attacks Suspect

Indian authorities are preparing for the imminent extradition of Tahawwur Hussain Rana, a 64-year-old Canadian citizen born in Pakistan, from the United States to face trial for his alleged involvement in the 2008 Mumbai attacks that killed 166 people. A multi-agency team of Indian security officials has been dispatched to facilitate his transfer. 

Rana is accused of being a member of the Lashkar-e-Taiba (LeT) group, which is designated as a terrorist organization by the United Nations, and of assisting in planning the Mumbai attacks. In February, U.S. President Donald Trump announced the approval of Rana’s extradition, referring to him as “one of the very evil people in the world.” 

Previously, Rana was acquitted by a U.S. court of conspiracy to provide material support to the Mumbai attacks but was convicted of supporting LeT in a separate plot targeting a Danish newspaper. He was sentenced to 14 years in prison for his involvement in the conspiracy to attack the offices of Jyllands-Posten, which had published blasphemous caricatures of the Holy Prophet (Peace Be Upon Him). 

Indian authorities maintain that Rana played a key role in the Mumbai attacks alongside David Coleman Headley, who was sentenced by a U.S. court in 2013 to 35 years in prison after pleading guilty to aiding LeT militants, including by scouting target locations in Mumbai.

The extradition is viewed by Indian officials and survivors as a significant step toward justice. Devika Rotawan, a survivor of the attacks, described it as a “big win for India,” emphasizing the enduring impact of the events. 

However, counterterrorism experts suggest that Rana’s involvement was less central compared to Headley. Ajay Sahni, head of the Institute for Conflict Management, remarked that the extradition is largely symbolic, noting that while Rana is being extradited, Headley remains in U.S. custody.
