Russia and Ukraine Hold First Peace Talks in Türkiye After Three-Year Hiatus

On May 16, 2025, Russian and Ukrainian negotiators convened in Istanbul for their first direct peace talks in over three years, aiming to address the ongoing conflict that began with Russia’s invasion of Ukraine in 2022. The meeting, held at the Dolmabahce Palace and chaired by Turkish Foreign Minister Hakan Fidan, was conducted under international pressure, notably from U.S. President Donald Trump, to seek a resolution to Europe’s deadliest conflict since World War II. 

The Ukrainian delegation, led by Defense Minister Rustem Umerov, emphasized the need for a 30-day ceasefire, the return of abducted Ukrainian children, and a comprehensive prisoner exchange. In response, the Russian delegation, headed by presidential aide Vladimir Medinsky, expressed willingness to discuss a ceasefire but raised concerns that Ukraine might use the pause to regroup and acquire more Western weapons. 

Despite the limited progress, both sides agreed to a significant prisoner swap involving 1,000 individuals from each side. However, no agreement was reached on a ceasefire or other substantial issues. Notably, Russian President Vladimir Putin did not attend the talks, sending mid-level officials instead, which drew criticism from Ukrainian President Volodymyr Zelenskyy, who had proposed a direct meeting. 

The talks concluded after less than two hours, with both parties agreeing to continue discussions and present written ceasefire proposals in future meetings. While the meeting marked a tentative step toward renewed dialogue, significant differences remain between the two sides, and the path to a comprehensive peace agreement remains uncertain.
