IHC rules placing citizens on PCL without evidence unconstitutional

The Islamabad High Court (IHC) has ruled that placing a citizen’s name on the Passport Control List (PCL) without concrete evidence is illegal and unconstitutional. Justice Babar Sattar emphasized that authorities must adhere strictly to due process and cannot arbitrarily restrict individuals’ freedom of movement. This decision came in response to a petition by Nadir Mukhtiar, who was barred from traveling abroad without proper justification. The court ordered the immediate removal of his name from the PCL and directed the Directorate of Immigration and Passports to ensure compliance with legal procedures in the future.
