Manchester City have reportedly been found guilty on all but one of the 115 charges brought against the club over alleged breaches of Premier League financial regulations, according to sources familiar with the proceedings.
No sanctions have yet been determined, and the disciplinary process remains ongoing. City are expected to appeal the findings, while the range of possible penalties has not yet been decided.
The club stressed that the proceedings had not concluded and declined to comment on the reported findings in detail.
“The Premier League process remains ongoing, with significant elements to be completed, and subject to strict confidentiality,” a City spokesperson told The Athletic.
“The club has diligently respected due process for eight years on the basis the Premier League board and executive would behave as an independent, impartial and fair minded regulator, free from partisan influence.”
The case stems from a Premier League investigation into City’s finances covering alleged breaches between 2009 and 2018. The investigation followed the publication of leaked financial documents by German newspaper Der Spiegel in 2018.
The Premier League subsequently accused City of breaches relating to the provision of accurate financial information, payments to players and managers, UEFA Financial Fair Play requirements, the league’s profitability and sustainability rules, and cooperation with the investigation. City have consistently denied wrongdoing.
The proceedings are separate from an earlier UEFA case. In 2020, UEFA imposed a two-year ban from European competitions and a €30 million fine on City, but the Court of Arbitration for Sport later overturned the ban after finding that some alleged breaches had not been established while others were time-barred. City were, however, found to have failed to cooperate with UEFA’s investigation and were fined £8.8 million.
The latest reported findings do not yet represent the end of the Premier League case. The final sanctions, as well as the outcome of any appeal by Manchester City, remain unresolved.
